The primary purpose of this position is to serve as the 70th Intelligence, Surveillance, and Reconnaissance Wing (ISRW) Continuous Process Improvement (CPI) program manager and technical authority for the Wing CPI initiative. Provides planning, directing, organizing, and management over the Wing Commander's CPI program and team members assigned to Wing CPI events.
Duties
As the recognized Wing technical authority in Continuous Process Improvement (CPI), advises on long- range implementation of assigned 70 ISRW CPI program. Plans, directs, integrates, and executes all aspects of the Wing's CPI program within cost, schedule, performance, and/or system supportability requirements.
Directs, coordinates, and oversees project/study work. Serves as the project leader for Wing-level CPI projects providing subject-matter expertise. Responsible for leading complex projects, often cutting across organizational/activity lines.
Exercises responsibility for conducting training from registration through acceptance, classroom instruction to course completion. Identifies and evaluates training requirements. Receives evaluation comments, utilizing feedback mechanisms to improve performance.
Represents the Wing's CPI initiative at a variety of functional area organizations. Establishes, develops, and maintains effective working relationships with other Air Force CPI agents, members of management staff, external customer representatives, and other support personnel.

- Work may occasionally require travel by military or commercial air away from the normal duty station to conference, meetings, or other functions.
- The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- Certification as a CPI/LSS Black Belt or ability to obtain certification within twelve months is desired
- NSA Access: The employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1 for access to NSA sites and systems.
- Counterintelligence-Scope Polygraph: The employee must be willing to undergo and successfully complete a counterintelligence-scope polygraph (CSP) examination.
Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include work requires knowledge of a wide range of concepts, principles, and practices related to process improvement techniques such as Lean Six Sigma/CPI qualitative and quantitative methods for process improvement projects. Knowledge in applying quantitative and qualitative LSS and CPI process methods and techniques to issues or studies concerning the productivity and effectiveness of programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of process improvement techniques such as Lean Six Sigma/CPI qualitative and quantitative methods for process improvement projects.
Knowledge of Wing organizational structure and its supporting elements and programs, missions, policies, goals, and philosophies.
Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve, and conduct training/course content.
Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI.
Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across the Wing to present and recommend solutions in a logical, cohesive format.
Ability to communicate effectively both orally and in writing; to negotiate complex issues; and maintain good working relationships.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
