This vacancy is for a Program Analyst (Data Scientist) position in the Office of Employee Engagement located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties
Creates, edits, and reviews data visualizations. Establishes and maintains current knowledge of trends in visual technologies and explores the ‘new and next’ in customer engagement methods and tools for internal and external stakeholders.
Develops innovative programming on multiple platforms including organizational analysis and change programming, on-boarding initiatives, employee engagement efforts, and team building activities.
Analyzes and evaluates major program and/or management aspects of substantive, mission-oriented programs.
Manages survey instruments to create electronic evaluations and questionnaires to receive employee feedback on programs.
Analyzes and evaluates data from the Federal Employee Viewpoint Survey (FEVS), employee Exit Interviews, and employee Stay Interviews and develops recommendations for improvement.

Qualifications
Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Analyzing data from various sources to present to a diverse audience; applying program or project management principles to assigned projects to complete complex quantitative and qualitative analyses; developing data visualizations, including dashboards or reports, using data visualization software such as Tableau/Power BI to present complex, interactive data analyses; advising leadership and evaluating organizational structures, methods, and procedures to make recommendations to resolve problems; designing and implementing employee engagement and change management strategies and assessments.
Education cannot be substituted for experience at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills; and it can provide valuable training and experience that translates directly to paid employment.
