You will serve as a SHIPBUILDING SPECIALIST in the DDG Dockers CTL Branch (Code 321), Combatant Division (Code 320), Waterfront Operations Department (Code 300) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Duties
You will provide detailed cost estimates including labor, material and time with all supporting data for new work and modifications to original work specifications.
You will review and evaluate contractor's proposals for the purposes of providing input to and/or negotiating labor and material costs.
You will ensure work performed by the contractor to be in compliance to applicable plans, specifications and all contractual requirements.
You will perform long range planning estimating as well as quick response waterfront services.
You will provide analysis of material requirements, delivery lead-times for materials, suitable material substitutions and fabrication costs and durations of various materials and parts.
You will serve as a liaison between the contractor and technical authority and as technical advisor during conferences between the government and the contractor.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience implementing knowledge of shipbuilding methods, practices, techniques and management control systems and their application to the construction, overhaul or repair and testing of Navy or commercial surface ships or auxiliary and small craft.
Experience developing detailed reports, recommendations, contract modifications and correspondence.
Experience understanding quality assurance processes and procedures to ensure that government standards are adhered to.
Experience recommending alternatives to assist in solving highly complex technical problems associated with all facets of ship maintenance.
Experience providing detailed cost estimates to include labor, material and time, with all required supporting data for new work and modifications to original work specifications.
Experience using automated data processing equipment and various software programs mandated for use during planning of shipbuilding, ship repair and modernization availabilities.
Experience reading and understanding blueprints and specifications.
Experience maintaining material control and investigating availability of material, sources of supply or manufacturers and possibilities of substitutions.
Experience providing detailed cost estimates. to include labor, material and time, with all required supporting data for new work and modifications to original work specifications
