The primary purpose of this position is to serve as an Information Technology (IT) and Cybersecurity Specialist in support of Special Access Programs (SAP) policy, plans and oversight.

Duties

1. Plans, organizes, and/or directs cybersecurity, IT, or information /knowledge management (IM) activities. 2. Coordinates with program and project managers at higher headquarters and AFMC field units to develop, operate and modify policies to ensure command applications meet mission/project requirements. 3. Serves as an IT and cybersecurity action officer, staffing requirements documents, and other required documentation. 4. Engages in IT planning, budgeting, and resource management to support organization projects and cybersecurity initiatives.

Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: For GS-12 and above: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days, at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience must include the following: Cybersecurity Expertise: Proficiency in advanced cybersecurity principles and practices, including risk management, threat analysis, and mitigation strategies. Leadership Skills: Ability to provide oversight of multiple cybersecurity and IT projects, integrating dependent schedules and deliverables, and managing related activities such as life cycle management and program governance. Strategic Planning: Experience in managing functional and infrastructure requirements, analyzing and determining the potential for meeting mission needs through strategic IT planning. Policy Development: Ability to analyze, review, revise, and develop policy and guidance related to cybersecurity and IT. Collaboration: Proven track record of establishing and maintaining relationships across the cybersecurity and IT fields, working effectively with various stakeholders to achieve common goals. Communication: Must have excellent communication skills with the ability to convey complex technical information to senior leadership and stakeholders. Ideal Candidate: Ideal candidate will have expert knowledge of the principles, methods, and techniques of Cybersecurity and Information Technology (IT) assessment, planning, management, monitoring, and evaluation. They should have demonstrated ability to lead and manage information systems planning, development, implementation, operation, and maintenance at a strategic level. Candidate must have an Information Assurance Manager (IAM) Level II certification IAW DoD 8570.01-M or be able to obtain required certification within six months. Must be eligible and maintain a Top Secret/Special Compartmented Information (TS/SCI) clearance, as well as be eligible to be granted and maintain access to Special Access Programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of cybersecurity principles used to manage risks related to the use, processing, storage, and transmission of information or data. This includes knowledge of current industry methods for evaluating, implementing, and disseminating IT security assessment, monitoring, detection, and remediation tools and procedures utilizing standards-based concepts and capabilities. 2. Knowledge of risk management processes, including methods for assessing and mitigating risk. This includes knowledge of known vulnerabilities from alerts, advisories, errata, and bulletins, as well as incident response and handling methodologies. 3. Knowledge of the principles, methods, and tools for the coordinated management of cybersecurity and IT programs, including providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance. This also includes knowledge of data backup, types of backups (e.g., full, incremental), and recovery concepts and tools. 4. Knowledge of concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to cybersecurity and IT work/development efforts. This includes skills in creating policies that reflect system security objectives and the ability to communicate complex technical requirements to non-technical personnel. 5. Knowledge of organizational mission and function, and how to work effectively within its social, political, and technological systems to achieve measurable high-quality, timely, and cost-effective results. This includes skills in developing and managing disaster recovery continuity of operations plans and ensuring cybersecurity requirements are integrated into the continuity planning for the system and/or organization. 6. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management with sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. This also includes knowledge of host/network access control mechanisms, server administration, and systems engineering theories, concepts, and methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
