The primary purpose of this position is to manages the operational governance and architecture, as well as the design, deployment, and operation of all major information technology assets for AFSC. Responsible for managing the AFSC IT portfolio and communicating AFMC and Center guidance and direction to IT program/project managers, financial program/project managers.
Duties
1. (30%) Acts on behalf of the AO in carrying out and coordinating the required activities associated with security authorization and leads complex teams across AFSC in conducting cybersecurity Risk Management Framework (RMF) assessments on AFSC DSSs applying National Institute of Standards and Technology (NIST), DoD, and AF controls/requirements.
2. (15%) Functions as AFSCs lead technical specialist and expert in cybersecurity for critical systems and devices to include unclassified, classified, and high risk systems. Creates, receives, safeguards, and reviews classified and confidential information in regards to cybersecurity across AFSC. Applies extensive knowledge to ensure the Risk Management Framework (RMF) process is followed for cybersecurity assessments of AFSC DSSs.
3. (15%) Subject matter expert and senior advisor for AFSC for new technical/cybersecurity core competencies with a variety of installation and functional area organizations across AFSC.
4, (20%) Serves as a senior level consultant and senior level technical subject management expert to the Senior Executive Series (SES) Authorizing Official (AO) and SCAR's responsible for cybersecurity of DSSs. Serves as the cybersecurity senior technical expert for AFSC and provides status and advisory services to AFSC/LG on problems and issues concerning the cybersecurity posture of AFSC DSSs.
5. (20%) Prepares the Security Assessment Report documenting the issues, findings and recommendations from the security control assessment, and reassesses re-mediated control(s) as required.

- Meet certification requirements for IAM Level III in accordance with DOD 8570.01M. Information Assurance Certification is a condition of employment.
- This position includes information assurance (IA) work as either a paramount or incidental duty requirement. Per DoD 8570.07-M.
- The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from position.
- Knowledge of IT Platform Information Technology (PIT) systems, enclaves, software, hardware, networks.
- Knowledge of cybersecurity concepts and regulatory guidance.
- Selectee may be required to serve a probationary or trial period.
Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience which includes working with, advanced IT principles, concepts, methods, standards and practices sufficient to accomplish assignments such as: developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; applying new developments to previously unsolvable problems; and making decisions or recommendations that significantly influence important agency IT policies or programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management,
monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance.
2. Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance.
3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.
4. Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor
relationships with individuals and groups connected to IT work/development efforts. Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome. Ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs.
5. Knowledge of organizational mission and function and how to work effectively within its social, political, and technological systems to achieve measurable high-quality, timely, and cost-effective results. Ability to determine objectives, make sound, well-informed, and objective decisions, set priorities, cause change, and accomplish organizational goals.
6. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for
enhancements, and provide management sufficient technical and cost analysis information, through written
documentation and oral briefings, to render informed judgments.
