The primary purpose of this position is to serve as the lead cybersecurity integrator for Headquarters Air Force Materiel Command ISR Directorate's portfolio of systems and networks within the Special Security & Cybersecurity Division, Cybersecurity Branch. *Salary ranges includes local market supplements*

Duties

DUTY 1: Serves as the Senior Cybersecurity Technical Integrator for AFMC ISR, assumes a leadership and management role in ensuring the security, integrity, and compliance of sensitive compartmented information (SCI) system resources and processed information. DUTY 2: Leads Cybersecurity Efforts for Air Force ISR Cloud Environments, ensures the security and integrity of multiple cloud environments across the Command's ISR portfolio. DUTY 3: Serves as the manager of cybersecurity requirements across AFMC's Intelligence, Surveillance, and Reconnaissance (ISR) missions. Provides guidance and leadership in implementing cybersecurity measures, ensuring the protection of sensitive information, and aligning technology solutions with the Command's strategic objectives. DUTY 4: Leads integration of security engineering principles and practices. Integrates cybersecurity engineering principles into Air Force Intelligence, Surveillance, and Reconnaissance (ISR) mission system platforms and DevSecOps initiatives.

  • Cybersecurity Certification is a condition of employment. This position includes cybersecurity and information assurance (IA) work as a paramount duty requirement.

  • An Information Technology degree or degree in related STEM field is desirable.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the Professional work category are at the Full Performance work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive knowledge and mastery of cybersecurity, information security, cloud security, and enterprise architecture, spanning down to the network engineering and system engineering level; apply experimental theories and new developments to address complex problems that may not be effectively resolved using conventional methods. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of DoD cybersecurity policies and procedures, RMF principles, system architecture, and integration techniques. Independently analyze and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 2. Expert knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new revised security measures and countermeasures based on the results of accreditation reviews. 3. Expert knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, related software systems, advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures methods for protection of systems and applications. 4. Knowledge of DoDD 8140 and Intelligence Community Directive (ICD) 503, knowledge of existing policies and governance for DoDIIS, AF JWICS, and AF IC IE systems, knowledge of the Assessment and Authorization (A&A) process and advanced skills in the tools and technology to automate the A&A process. Ability to work remotely at a customer site with no direct supervision to professionally and independently advise senior management in a self-directed manner in support of organizational goals. 5. Expert skill to effectively organize and analyze information, produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; effectively advocate for a position; negotiate complex issues using mature judgment and experience. 6. Ability to communicate effectively, both orally and in writing, in order to produce technical reports and/or briefings for multiple external stakeholders, entities, forums, and audiences to guide or inform senior leaders' decisions. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated SPECIAL Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
