The primary purpose of this position is to manages the operational governance and architecture, as well as the design, deployment, and operation of all major information technology assets for AFSC. Responsible for managing the AFSC IT portfolio and communicating AFMC and Center guidance and direction to IT program/project managers, financial program/project managers.
Duties
Duty 1: (25%) - Exercises 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time. Plans work to be accomplished by subordinate employees, sets and adjusts short and long-term priorities, and prepares schedules for completion of work.
Duty 2: (25%) - Directs, leads, plans, organizes, and manages Cyberspace, Information Technology (IT), and Knowledge Management (KM) programs and activities.
Duty 3: (25%) - Makes periodic, comprehensive assessments and evaluations of program goals/objectives which provide a basis for long and short-range planning to enhance the organization's support capabilities.
Duty 4: (25%) - Represents the organization in a variety of installation and functional area activities. Establishes, develops, and maintains effective working relationships with other organizations, outside agencies, and senior leadership.

- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- Selectee may be required to serve a probationary or trial period.
Qualifications
IAW OPM Qualification Standards IOR for Information Technology (IT) Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience in providing technical leadership and project/program oversight over highly complex cyberspace, information technology (IT), and knowledge management (KM) activities. Examples of this experience: Leads provisions of essential Cyber, IT, and Knowledge Management (KM) services for and directs operational support to a very large organization; Recommends restructuring, reorienting, and/or recasting of immediate and long range goals, objectives, plans and schedules to meet substantial changes in legislation, program authority and/or funding; plans and coordinates all phases of the acquisition, implementation, and integration of Cyber, IT, and KM assets; establishes, revises or reviews policies, procedures, mission objectives, and organizational design; evaluates the impact emerging technology will have on business practices and takes into consideration financial, manpower, and personnel constraints while managing the development of capital investment plans designed to meet changing technology needs in the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge and ability to provide technical leadership and project/program oversight over highly complex cyberspace, information technology (IT), and knowledge management (KM) activities. Skill in developing new theories, concepts, principles, standards, and methods in the specialty area(s).
2. Skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency, such as integrating IT programs with other programs of equivalent scope and complexity as well as those involving other technical, financial, organizational, and administrative factors. Ability to collaborate at appropriate levels with organizations both inside and outside AFMC, the Air Force, DoD and its agencies, and the Federal Government.
3. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Skill in planning, organizing, and directing the functions (as well as mentoring, motivating, and appraising the staff) of an organization. Ability to develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the organization.
4. Knowledge of DoD financial planning and programming processes, Federal budget cycles, project/program management, acquisition planning, and contracting methodologies sufficient to identify and defend requirements, integrate activities, and lead teams to meet cyberspace, IT, and KM mission requirements throughout the command and in inter-agency environments. Ability to analyze, plan, and adjust work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
5. Knowledge of current and new cyber/IT systems architectures, life-cycle processes, integration and interoperability, design operations and configuration, facilities, practices and methodology across the Government, private industry, and academia. Ability to advise other IT experts throughout the agency or in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices, that are developed by the employee or result from the employee's leadership.
6. Skill and ability to speak and write effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel), serve as senior consultant to agency management officials, prepare and give briefings, chair meetings, lead task forces, and prepare reports and statements for senior military (General Officer/SES), government, and private sector
management officials.
