The primary purpose of this position is: To serve as the Lead Platform Engineer overseeing team's efforts to build reliable platforms to allow NASIC and DoD Intelligence Community Agencies to utilize software in a secure environment.
Duties
DUTY 1: As the Subject Matter Expert (SME), lead all efforts for the creation, implementation, and management of portable and extensible platforms.
DUTY 2: Oversee platform user requirements, system documentation and troubleshooting.
DUTY 3: Lead collaboration efforts with engineers, software development teams and Cybersecurity to ensure Continuous Integration Continuous Deployment pipeline meet all security guidelines.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices of NASIC, Air Force and DoD Information Technology (IT) standards, directives, guidance, and industry best practices. Expert and extensive knowledge of building, deploying, and maintaining cloud architected platforms to run software applications in an agile and secure manner. High-level knowledge of the Software Life Cycle and how to implement agile releases in a secure Continuous Integration Continuous Development (CI/CD) pipeline. Expert skill to plan, organize, and direct teamwork, and to negotiate with management to accept and implement recommendations, where the proposals involve substantial resources, establish procedures, or may conflict with the desires of customer activities. Expert skill in managing programs and projects, leading teams, delegating tasks, and meeting rapidly changing circumstances and deadlines. Ability to analyze complex existing technologies, to review and revise and develop policies, initiate plans for enhancements and provide management sufficient technical and cost analysis information through written documentation and oral briefings to make decisions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT operations and activities with expert knowledge of building, deploying, and maintaining cloud architected platforms.
Knowledge of IT principles, practices, system analysis concepts and methods to install, configure, test, and implement modifications and to interface hardware and software programs.
Skill in communicating effectively with others, both orally and in writing; in working out solutions to problems or questions related to the work; writing clear and concise documents; and delivering written and/or verbal presentations for decision-making purposes.
Ability to analyze complex existing technologies, to review and revise and develop policies, initiate plans for enhancements and provide management sufficient technical and cost analysis information through written documentation and oral briefings to make decisions.
Ability to lead teams to identify problems, develop and present COAs to branch leadership to resolve issues and implement the necessary modifications.
CONDITIONS OF EMPLOYMENT CONT.
Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Cybersecurity Certification is a condition of employment. This position includes cybersecurity work as a paramount duty requirement. Per DoDD 8140, the incumbent of this position must obtain an Information Assurance Technical (IAT) Level II certification within six months of assignment of these duties. Failure to receive at least IAT II certification may result in removal from this position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
