The primary purpose of this position is to serve as a Delegated Authorizing Official (DAO) for the Air Force Intelligence Community (AF IC) in order to comply with IC Directives; as DAO is responsible for assessing and authorizing the security risk posed to AF IC information, systems, and networks in the DAOs area of responsibility. ***Salary Ranges includes local market supplement***

Duties

Serves as the authority for ensuring compliance with Intelligence Community (IC), Department of Defense (DoD), and AF/A2 compliance directives, to include skillful execution and application of computer and network security policies and procedures that are designed to secure IT infrastructures (hardware and software). Interacts with high-level government, military, civilian, and contractor officials to be an active force in making risk management decisions that affect USAF and the IC. Participates on various program, architectural and technical meetings as requested by NASIC Senior Intelligence Officer, Chief Technology Officer, Chief Data Officer, Chief Information Officer and Chief Information Security Officer. Serves as an AF IC expert in the area of cybersecurity. Participates in top level meetings and conferences throughout NASIC, the Air Force, DoD, and IC as a specialist in his/her field to discuss, advise and make decisions and commitments relative to cybersecur Develops and coordinates AF IC guidelines and policies to ensure the AF IC meets Office of the Director of National Intelligence (ODNI), DoD, AF, National Security Agency (NSA), and Defense Intelligence Agency (DIA) information systems security risk management requirements and AF cybersecurity compliance requirements.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI).
  • PCS expenses WILL be paid IAW JTR and Air Force Regulations

  • Position may be subject to random drug testing
  • May be required to travel by military or commercial aircraft in the performance of temporary duty. Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting.
  • Travel may be required for participation in systems/site security assessments, security engineering design reviews of mission systems, or other high-level meetings with SIOs, Commanders, and Program Management Reviews.
  • This position includes Cybersecurity work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays. Overtime and/or emergency overtime may be required. A recall to duty may be required.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Serves as the authority for ensuring compliance with Intelligence Community (IC), Department of Defense (DoD), and AF/A2 compliance directives, to include skillful execution and application of computer and network security policies and procedures that are designed to secure IT infrastructures (hardware and software). Serves as an AF IC expert in the area of cybersecurity. Develops and coordinates AF IC guidelines and policies to ensure the AF IC meets Office of the Director of National Intelligence (ODNI), DoD, AF, National Security Agency (NSA), and Defense Intelligence Agency (DIA) information systems security risk management requirements and AF cybersecurity compliance requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge in Intelligence Community, as well as Air Force directives for cybersecurity; and understand the threats to IT systems as well as the technologies and tools related to attacking and defending IT systems.
2. Knowledge of IT server and client technologies (hardware and software) for the Windows, Unix and Linux operating systems, including their vulnerabilities and associated security controls.
3. Knowledge in DoD/IC IT System assessment and authorization (Risk Management Framework) principles and processes; and knowledge of methods and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
4. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment and experience.
5. Ability to work remotely at a customer site with no direct supervision and professionally present results to senior management; and able to make decisions independently and in a self-directed manner in support of organizational goals; and possess excellent reading, writing, communication and interpersonal skills.
6. Ability to effectively organize and analyze information, produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position.
