This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the PROFESSIONAL Work Category at the FULL PERFORMANCE Work Level within the CES Occupational Structure. It is located in the DISA -ACQC/CYBER PEO .
Duties
Provides contract guidance identifying actual and potential funding problems, summarizing historical data from current and prior years and identifies significant trends.
Researches and prepares procurement packages to include scope-of-work, funding sources and other support documents.
Establishes and maintains controls to effectively manage and close out prior year funds also reviews unliquidated obligations (ULOs) and tracks to liquidate funding.

Develops justifications for unfinanced requirements, for the Program Objectives Memorandum (POM), and develops Budget Estimate Submissions (BES) and other requirements for incorporation in the POM, BES, and President’s Budget. (30%)

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Monitoring and Maintaining assigned contract performance measures and costs variances. Establishing/maintaining contract files, to include funding documents, modifications, and close out/amendments. Developing and conducting analyses, independent government costs estimates, and cost benefit analyses.
For the GG-12, you must have at least one year of qualifying experience equivalent in level of difficulty and responsibility to the GG-11 grade level in the Federal service, or comparable in difficulty and responsibility to GG-11 if outside the Federal service.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
