This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA Joint Forces Headquarters DODIN.
Duties
Serves as a Human Resources Military Liaison for all military service branches and advisor to the JFHQ-DODIN J1 Director and Deputy Director, providing military personnel and administrative support.
Responsible to provide advice on the planning, development, evaluation, and management of human resources within the scope of military.
Reviews and evaluates proposed management directed changes to organizational structures, division of labor, assignment of responsibility and accountability, mission/function, and utilization of military human resources.
Performs complex, in-depth management analysis in coordination with JFHQ supervisors and staff to ensure organizational success.
Prepares and delivers briefings to and on behalf of the JFHQ-DODIN J1 Director and Deputy Director, on manpower and military personnel policy recommendations.
Advises on Directorate policy on manpower management to include position management, high-grade controls, supervisory and leader ratios and advance-hire management.
Reviews position descriptions for accuracy and applicability.
Initiates actions for recruitment, promotions and awards, and assists other analysts with all phases of military personnel actions.

Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Possessing technical versatility and demonstrated ability in performing varied assignments involving military human resources, manning, and administrative management.
