About the Position: The Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). The pay band DB-04 is equal to the former GS-14 step 01 through GS-15 step 10.
Duties
Serve as a Senior Subject Matter Expert with regards to assigned work based on priorities jointly established with the supervisor.
Develop a program strategy that aligns with the overall organizational goals and objectives, to include identifying and managing stakeholder expectations and relationships with vendors and service providers.
Managing program changes, ensuring that they are properly planned, approved, and implemented.
Oversee the execution of the program, ensuring that all activities are completed on time, within budget, and according to quality standards.
Advise EUCOM, specifically, on DEVCOM, C5ISR technologies and initiatives, with the intent to satisfy gaps in the EUCOM region.
Create and manage program ROMs/budgets, ensuring that all expenditures are within cost, funding is received and executed in a timely manner and that resources are used efficiently and according to plan.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business travel (TDY) may be required up to 25% of the time.
- You must be able to obtain and maintain a Top Secret security clearance.
- The probationary period for demo employees receiving a career conditional appointment in the DE pay band is three years unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is subject to all the provisions of the Civilian Drug Testing Program. Pre- employment drug test required and enrollment in the army random drug testing program.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes 1) Creating proposals for strategic planning, programming and policy initiatives; 2) Managing program resources;
3) Developing policies and procedures and 4) Collaborate with stakeholder's on organizational initiatives This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14/DB-03).
