This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Specialist to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Serve as technical advisor directing the accomplishment of funding and reconciliation within the organizations program for all various funds.
Responsible for compiling complex financial data related to budgeting, reporting, financial management, auditing accounting, contracting and debit card/miscellaneous payment procedures and concepts.
Coordinates the interrelated processing of all financial transactions (program, funds, commitments, obligations, disbursements, and collections) with serviced activities ensuring a smooth flow of input through the standard systems.
Compile and submit financial statements required by local budget and higher headquarters activities.
Participate in conferences as required to determine policy to set up procedures for new and changing mission.
Requirements
- This position requires the incumbent to obtain (within 24 months of your appointment) a Financial Management Level 2 Certification, designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement up to 20% of the time.
- Appointment to this position is subject to a one- year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level: SC Case Life Cycle Management (AOC) 3 years - Intermediate Leve

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes: 1) Advising on budget /financial management program planning; 2) interpreting financial management policies, procedures, and regulations that affect program objectives and 3) Analyzing financial data from a wide variety of sources to identify possible problem trends and develop corrective courses of action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
