About the Position: This position performs a variety of budgetary and administrative functions in implementing the organization's budgetary program, policies, and procedures.

Duties

Independently interprets and implements budget guidance to ensure the legal expenditure of funds. Utilize business software to prepare written justifications, compose correspondence and to build briefing slides. Analyze budget and cost data to determine affordability, budget trends, and future projections. Collaborate with a variety of groups or individuals to accomplish obligation and disbursement actions. Develop budget estimates, time-phased funds projections, and unfunded requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of the FINANCIAL MANAGEMENT Level 2 certification program.
  • Failure to obtain a FINANCIAL MANAGEMENT Level 2 certification within the required time may subject the incumbent to adverse action.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • Incumbent is required to submit Confidential Financial Disclosure Report OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Specialized Experience GS-07: One year of specialized experience which includes preparing statistical budget data for review and reviewing all expenditure documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Accounting, Business Administration and/or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-09: One year of specialized experience which includes preparing justification statements to support fund requests and monitoring the use of budgeted funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes 1)Advising management officials on the development and execution of budgets, 2)Monitoring budget accounts to ensure funds are available, AND 3)Utilizing automated accounting systems to create budget reports and detailed statistical data. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget, Finance, Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
