This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Senior Budget Analyst in the Program and Budget Division with responsibility for planning, scheduling, and coordinating the efforts of the garrison budget, to produce a budget plan and execution process for the organization and supported garrison activities.
Duties
Responsible for planning, scheduling, and coordinating the efforts of the garrison budget, to produce a budget plan and execution process for the organization and supported garrison activities.
Serves as a financial consultant on issues such as: budgeting strategies and techniques; use of financial management products; financial forecasts and projections; and development of annual and long-range financial plans.
Performs a wide range of administrative, technical, and analytical duties in the formulation, presentation, defense, and execution of the garrison's budget.
Develops, and/or assists managers in developing, extensive written justification in support of these budget requirements.
Presents and defends the garrison's budget estimates to fund reviewing and granting authorities in higher headquarters.
Reviews and validates obligations, expenditures, reimbursable orders, requests for allotments, etc. by examining accounting records, through continuing dialogue with program officials and their staffs, and by reviewing financial documents.
Plans work to be accomplished by budget analyst and supporting personnel, setting priorities and scheduling completion. Assigns work based on priorities and selective considerations of the difficulty of assignments and capabilities of personnel.

- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Specialized Experience: One year of specialized experience which includes experience participating in formulation of budget estimates and reporting; preparing or reviewing budget/financial management reports for the organization; responding to budget inquiries from management; utilizing automated financial management reporting systems; forecasting annual budget using current and/or historical cost data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
