About the Position: : Incumbent performs budgetary and administrative functions in implementing the organization's budgetary program.
Duties
Monitor the use and rate of expenditure of budgeted funds through continuous dialogue with program officials and their staffs, review of
written documents, and examination of accounting records.
Develop and formulate a segment of the installation's budget request for the coming fiscal year.
Write and edit statements justifying and supporting the funding requests of installation program managers to submit to higher headquarters.
Prepare reports covering the status of funds, expenses, and obligations, as required by higher headquarters with the agency.
Reviews estimates for compliance with rules, regulations, and procedures.
Writes and/or edits statements justifying and supporting funding requests.
Prepares narrative analysis and develops supporting material for new programs for which precedents are uncertain, inadequate or lacking.
Reviews and consolidates estimates with previous performance costs and total estimates.
Reviews and analyzes cost accumulations versus approved program/budget estimates.
Determines impact on operations in terms of changes in personnel, acquisition, and operational capability, and develops the mechanics of implementing the determined course of action.
Compiles, reviews, and analyzes monthly cost and obligation reports.
Makes initial forecast of current and future program and budget requirements.
Conducts analytical studies in assigned budget areas.

- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public
Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of the FINANCIAL
MANAGEMENT Level 2 certification program.
- Failure to obtain a FINANCIAL MANAGEMENT Level 2 certification within the required time may subject the incumbent to adverse action.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as
described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the Education and/or Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes formulating budget estimates for programs and utilizing automated financial accounting systems for fund processing. Must posses a comprehensive and detailed knowledge and understanding of governing budgetary policies, precedent setting decision, procedures, and regulations issued by the Department of the Army, ACSIM, Installation Management Activity (IMA), Southwest Regional Office (SWRO) and the installation to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines and financial objectives.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget, Finance, Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
