This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Chief, Program and Budget Division responsible for the use of appropriated funds.
Duties
Administers the garrison's overall budgetary management system.
Provides budgetary and technical leadership for the development of cost estimates associated with long-range multi-year studies.
Emphasizes and explains budget limitations, program requirements, and directives.
Assisted by the major activity directors and activity directors, prepares the garrison execution plan.
Supervises a group of employees engaged in garrison budget development and execution functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes: Administering an organization's overall budgetary management system; Providing budgetary and technical leadership for the development of cost estimates associated with long-range multi-year studies; Analyzing data for reasonableness with prescribed laws, policies, and regulations.
