About the Position: Serves as the installation Budget Analyst within Resource Management Office, Program and Budget Division at the Fort Irwin Garrison, located at Fort Irwin, CA.

Duties

Monitor expenditures of funds to ensure compliance with budgetary rules, regulations and procedures. Evaluate program requirements to redistribute or increase the utilization of available funds. Create reports from a variety of automated systems in order to analyze fund distribution and availability. Recommend adjustments, such as redistribution of funds within budget accounts, in response to changes in programs, staffing levels, and/or funds available. Analyze the effects of budgetary changes within the organization. Revise plans, schedules and milestones during the budget execution phase based on data received. Develop proposals concerning alternate methods of financing for program. Write statements justifying and supporting funding requests. Interpret budget guidance to facilitate development of budgets for assigned programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • DoD Financial Management Certification level 2 is required for this position and must be achieved by the incumbent within two years of entrance into this position. Incumbent shall adhere to guidelines and requirements of this certification program.

Specialized Experience: One year of experience which includes(1) Analyzing estimates to identify imbalances among program areas; (2) Developing procedural guidance on budget requirements to meet program requirements; (3) Applying legislative mandates and policies affecting budgetary processes to formulate budget estimates; and (4) Reviewing current and prior year program execution to ensure regulatory compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionConcepts, Policies, and Principles of BudgetFundamentals & Operations of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
