About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER.

Duties

Assists the Intelligence Battle Lab (IBL) Chief in execution of the overall IBL mission, including software development, architecture development, and system integration. Acts as primary POC and subject matter expert for all Modelling and Simulation. As the IBL Digital Modernization (DM) Branch Chief, directs branch planning, direction, integration, execution, and evaluation for Intelligence - Capability Development and Integration Directorate (I-CDID) experimentation. Institutes new projects, oversees ongoing projects, or redirects already established projects to support experimentation requirements. Recommends enhancements to Intelligence experimentation efforts and enables the development of experiment analysis methodologies to support Army capability decision points. Informs employees of the performance requirements for their positions, holds employees accountable and prepares formal evaluations of employee performance. Develops, tests, implements, and maintains new methods to communicate and track experimentation support, software development, lifecycle replacement (LCR), inventory, capability status, and technical integration efforts. Ensures Security Technical Implementation Guide (STIGS), annual Federal Information Security Modernization Act (FISMA) review, and Assured Compliance Assessment Solution (ACAS) scans are completed and submitted as required. Updates Army Portfolio Management Solution (APMS) and related databases as needed. Ensures proper development and execution of Plan of Action and Milestones and Electronic Change Procedures (ECPs) and approves as required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • May require Temporary Duty (TDY) travel up to 30% of the time.

Experience in utilizing models, simulations, and other tools to create virtual and constructive environments for analytic purposes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Intelligence Combat Development (ICD)LeadershipModeling and SimulationTechnical Credibility NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify.
