The primary purpose of this position is: to serve as the 688 CW Wing Process Manager (WPM), and the Continuous Process Improvement (CPI) program manager and technical authority for the Wing CPI initiative. Provides planning, directing, organizing, and management over the Wing Commander's CPI program and team members assigned to Wing CPI events.
Duties
DUTY 1: As the recognized Wing technical authority in Continuous Process Improvement (CPI), advises on long- range implementation of assigned 688 CW CPI program.
DUTY 2: Directs, coordinates, and oversees project/study work.
DUTY 3: Exercises responsibility for conducting training from registration through acceptance, classroom instruction to course completion.
DUTY 4: Represents the Wing's CPI initiative at a variety of functional area organizations.

- Position is designated special-sensitive and incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Work may occasionally require travel by military or commercial air away from the normal duty station to conference, meetings, or other functions.
- The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- Certification as a CPI/LSS Black Belt or ability to obtain certification within twelve months is desired.
Qualifications
This is a GG-0343-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-0343-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the 12 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge in applying quantitative and qualitative LSS and CPI process methods and techniques to issues or studies concerning the productivity and effectiveness of programs. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources (people, money, or equipment) in the area studied. Knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity of work operations in a program or support setting. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the Wing. Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of process improvement techniques such as Lean Six Sigma/CPI qualitative and quantitative methods for process improvement projects.
Knowledge of Wing organizational structure and its supporting elements and programs, missions, policies, goals, and philosophies.
Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve, and conduct training/course content.
Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI.
Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across the Wing to present and recommend solutions in a logical, cohesive format.
Ability to communicate effectively both orally and in writing; to negotiate complex issues; and maintain good working relationships.
CONDITIONS OF EMPLOYMENT CONT.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
