About the Position: This position is with the National Guard Bureau, Human Captial Management, Civilian Management Branch, Arlington, VA.
About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.
Duties
Provide staff level advisory services to all levels within the organization on specific and organization-wide issues that impact civilian human resources programs.
Conduct studies and advises managers and supervisors on staffing requirements, resources and problems in assigned offices.
Identify long and short range personnel needs based on review of such factors as past and expected turnover, availability of candidates, career development patterns and reorganization proposals.
Provide position management and classification advisory services to commanders, managers and employees of assigned organizations.

Specialized Experience: One year of specialized experience which includes Providing expert technical advice and assistance on Federal civilian human resource (Title 5) principles, concepts and techniques to determine appropriate action; Developing and delivering training briefings to the workforce; Providing advisory services and program requirements on complex staffing, classification, MER (Management Employee Relations), manpower, and performance management issues.
This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-12 or equivalent).
