The primary purpose of this position is to research develop and reconnect new and innovative corporate policies, practices and processes for the management of civilian personnel, manpower resources and organizational manning.
Duties
Assesses the organization to determine long-range functional manning requirements
Maintains organizational surveillance by studying workload surveys, evaluating and analyzing the disciplines and related specialized skill requirements for changing problems and missions of the organization
Evaluates and recommends programs and processes to achieve strategic goals and objectives
Briefs representatives of organization for the purpose of explaining human resources issues, soliciting support, and encouraging feedback and suggestions to improve human resources management

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience designing and conducting comprehensive strategies to improve efficiency and effectiveness of manpower programs and initiatives; and identify propose, and devise innovative policies and guidance; develop and recommend manpower and organization policies and guidance, and perform continuous appraisal of the utilization of manpower resources in accomplishing objectives and goals; ensure compliance with regulatory requirements and governing directives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of analytical and evaluative methods and techniques to apply to issues or studies concerning the efficiency and effectiveness to the organization's operations
Knowledge of mission, major issues, program goals and objectives, work processes and operations of the organization
Knowledge of management and organizational principles and practices along with a knowledge of human resources functions e.g. civilian personnel, military personnel, manpower etc. to develop and implement integrated approaches and solutions to significant human resources concerns and issues
Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity
Ability to communicate, both orally and in writing to achieve stated positions or to make an adequate case for a particular strategy which may not be readily accepted but is the best solution to achieve overall AFMC goals
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
