About the Position: Office located at Defense Health Network Headquarters, 7700 Arlington Blvd, Falls Church, VA. Work will be performed in a cubicle setting and work hours are 07:30 - 16:30.
Duties
Manage emergency management plans and programs, within a Military Medical Treatment Facility (MTF), Defense Health Network (DHN), or Defense Health Headquarters element.
Perform a wide range of analytical studies, policy formulation, and projects related to hospital operations.
Work involves a considerable amount of planning and coordination and include multiple organizations within the Medical Center and Defense Health Network (DHN), in addition to local, state, and federal emergency management agencies.
Build Continuity of Operations Planning (COOP) processes for the Network.
Communicates and networks with both internal and external contacts and provides liaison support among military.
Ensuring compliance to the Emergency Management (EM) Program Standards, and the annual Hazard Vulnerability Assessment, and tracks plan of action for mitigating vulnerabilities.
Develop policies, plans and procedures for employing DOD resources for National Special Security Events or any installation or Defense Health Network (DHN) Mass Casualty or CBRNE incident.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is designated as Key. For positions located within the Continental US (CONUS), the position cannot be vacated during war or national emergency without seriously impairing the mission.
- This position is designated as emergency essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.
- This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- All applicants tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use prior to appointment.
- This position is subject to a pre-employment screening, and random drug testing, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes experience with Continuity of Operations Planning (COOP) to support a Medical Treatment Facility; Performing analytical studies and policy formulation for hospital operations; AND developing process improvement plans.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
