About the Position: Serves as an Emergency Management (EM) Subject Matter Expert (SME). Work is performed primarily sedentary, although some slight physical effort may be required. Some standing, walking, bending, and lifting are required during actual response to an accident of disaster. Hours of work will fall between 0600 and 1800.
Duties
Communicates and networks with both internal and external contacts.
Provides liaison support among military, federal and private healthcare organizations.
Assists in the preparation of financial management reports.
Participates in the development and execution of the agency’s multi-year training and exercise plan.
Develops, maintains, updates and exercises a comprehensive “all-hazards” emergency management plan.
Test and evaluate all-hazards preparedness and response.
Develops process improvement plan and tracking.
Develops policies, plans and procedures for employing resources for National Special Security Events (NSSE).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Tier 3(Secret): This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Emergency Essential: This position is designated as emergency essential (E-E).
- Key Position: This position is designated as Key. For positions located within the Continental US (CONUS), the position cannot be vacated during war or national emergency without seriously impairing the mission.
- Mission Essential: This position has been designated Mission Essential.
- On-Call: This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- Inclement Weather Essential: Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
- Telework: You may be authorized to Telework on a Situational basis.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience equivalent to the GS-12 that includes 1) Comprehensive knowledge and understanding of emergency management concepts, 2) Knowledge of Continuity of Operations Planning (COOP) to assist with plans development, 3) experience with emergency planning, preparedness, response and budgeting 4) Ability to effectively communicate orally and in writing.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
