About the Position: Salary negotiation may be available for those candidates who are new to Federal service. Advanced Leave Accrual may be authorized.

Duties

Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of DHA policies and instructions relating to Emergency Management (EM). Conducts Vulnerability Assessments and mobile training team visits to MTFs, DHA Networks (DHN), and other locations. Serves technical authority in emergency management, assisting MTF/DHN directors and other offices in solving major conflicts in complex emergency management issues. Assists with program implementation, establish compliance priorities based on respective organization structure, response, and resource capabilities. Coordinates EM Assessment support to define emergency management related emergency communication requirements and modifying policy and procedures based on information derived from site assessments. Works with other experts both within and outside of the organizations, manages or conducts continuing review of development efforts to establish improved concepts, theories, and programs to resolve previously unyielding problems Advises DHA EM Program Manager on which type and quantity of required equipment and maintains specialized radiological, chemical, and biological detection equipment for emergency response and hazardous material operations

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing
  • This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • This position may be designated as a key position.
  • This position may require rotating shifts (i.e. work schedule that requires employees to continuously rotate from one shift to another at predetermined intervals).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
