This position is located in the Office of Security (OS) , Executive Office for Immigration Review, U. S. Department of Justice. Incumbent serves as s Emergency Management Specialist responsible for the overall management of the continuity of operation programs for EOIR and the immigration courts nationwide. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Duties

Duties include but are not limited to the following: Identify and develop emergency and safety systems, plans and records. Analyze and interpret regulations, policies, and guidance to determine the impact of these documents on EOIR Emergency Management program. Develop specific guidance and supplement regulations for use by all components within the EOIR on EOIR-wide issues. Identify shortfalls in emergency and safety exercises and response operations. Provide policy guidance and long-term development of field counterparts. Develop and prepare reports of continuity of operations status for EOIR management,and other Departmental organizations. Coordinate closely with EOIR senior leadership, DOJ, DHS and Federal training community to ensure EOIR provides the most current,relevant and practical training in order to meet mission requirements. Responsible for integrating emergency procedures with current information and communications capabilities. Initiate and maintain liaison with other Departmental offices involved in emergency preparedness and continuity of operation issues.

Qualifications

In order to qualify for the Emergency Management Specialistposition, you must meet the following minimum qualifications: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing ALL the following duties: Planning procedures required for emergency and/or safety preparedness; Responding to situations involving national security or natural disasters; Relaying critical information to officials or staff; Interpreting and/or analyzing legislation, policies and other guidance; AND Employing emergency preparedness planning techniques.
