Duties
Performs financial management reviews and evaluations for assigned areas of responsibility.
Conducts functional operational reviews to examine work processes, records, structures and management controls for compliance with laws, regulations, economy and efficiency, and/or effectiveness in achieving desired results.
Analyzes and evaluates financial transactions, reports, input to and output from automated systems to gather facts, analyze trends,
correct erroneous financial transactions.
Determines the need for, plans, and develops special studies pertaining to forecasts, projections or
estimates having current or future budgetary implications.
Supports and implements management actions for achievement of agency, business line and product line missions, visions, goals, and strategic and balanced scorecard targets through analyses, evaluations, studies and reviews.
Prepares and presents various reports, briefings, and papers and proposes courses of actions, recommendations and options to drive business solutions
Refines existing work methods and techniques for application to the analysis of specific issues or resolution of problems
Participates in the design of tests and evaluations, analyzes data, and evaluates operational implications of statistics generated from the data
Provides recommendations to higher level management describing needed regulatory and systems changes based upon an objective analyses of these problems and their potential or actual impact upon financial operations.
Represents management officials at conferences, briefings, and meetings to increase awareness of and support for projects, programs and management initiatives and decisions.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: performing in-depth analysis of financial management policies, procedures and internal controls to ensure efficiency and effectiveness and legislative and regulatory compliance of finance and accounting operations; developing and recommending internal policy, process and procedure improvements for large-scale accounting and financial operations and systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
