You will serve as a HR SPECIALIST (RECRUIT & PLACEMENT) in the WORKFORCE PLANNING SECTION of HQ US MARINE CORPS.

Duties

You will perform a wide variety of human resources management duties and administer the EOD (entry-on-duty) process. You will review and route Requests for Personnel Action (RPAs); participate in the hiring processes; and advise on recruitments. You will review recruitment and staffing actions; review recruitment files for completeness prior to EOD/check-in; prepare reporting instructions, welcome letters, and EOD packages. You will request eligibility documentation; coordinate clearances and pre-employment reviews with security offices; arrange for physicals, drug tests, and ID cards; and inform new hires of EOD in-processing procedures. You will be responsible for advising customers on the requirements of recruitments, review supporting documentation, track personnel actions forwarded to the Office of Civilian Human Resources (OCHR), and complete the hiring/EOD process. You will send out job offers and reviews the pre-employment paperwork (PEP) to ensure all requirements (accuracy, completeness, and eligibility) are met in a timely manner. You will be responsible for requesting and tracking pre-employment drug tests and physicals for Quantico recruitments. You will review recruitment and staffing actions; review recruitment files for completeness prior to EOD/check-in; prepare reporting instructions, welcome letters, and EOD packages. Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: operating HR/personnel systems (i.e., DCPDS, TWMS, HR Link, Onboarding Manager, etc.); generating and reviewing personnel actions (i.e., RPAs and SF-50s); applying Human Resources recruitment and staffing regulations; and developing new/modified HR work methods, approaches, or procedures for delivering effective HR services. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: operating HR/personnel systems (i.e., DCPDS, TWMS, HR Link, Onboarding Manager, etc.); generating and reviewing personnel actions (i.e., RPAs and SF-50s); and applying Human Resources recruitment and staffing regulations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For GS-11:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

or

Have a combination of experience and graduate education as described above that equates to one year of experience. Percentage of the required education plus percentage of the required experience equal one hundred percent.


For GS-09:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

or

Have a combination of experience and graduate education as described above that equates to one year of experience. Percentage of the required education plus percentage of the required experience equal one hundred percent.
