This vacancy is for a Supervisory Program Analyst position in the IT Service Management Office located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Supervisory Program Analyst, 0343-14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Plans, organizes, and conducts all phases of the work, determining the scope of assignment, assigning work to professional subordinates, identifying, identifying, and coordinating training needs.
Develops and implements strategies and to improve the efficiency and effectiveness of program processes.
Develops and implements quality assurance procedures to ensure accuracy and integrity of all data, reports, and administrative, budgetary, and financial guidance provided to stakeholders.
Communicates effectively, both orally and in writing, to present analysis and findings in a clear and concise manner, and to negotiate appropriate resolutions/solutions to issues or problems.

Qualifications
Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. Identifying developmental and training needs of employees, providing, or arranging for needed development and training. Applying administrative, financial, and budgetary regulations, official guidance, and principles, including procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs and operations. Applying communicative techniques to effectively interact with internal and external stakeholders.
Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
