About the Position: Serves as a staff-level Human Resources (HR) Specialist (Military) for the Medical Readiness Command (MRC) with responsibility for providing support regarding a wide variety of military personnel programs.
This is an obligated position. This position may be filled at the GS-09, GS-11, or GS-12 level. If selected at the lower levels, noncompetitive promotion to the full performance (GS-12) level may be authorized.
Duties
Serves as the regional Personnel Accountability Program Manager (PAPM) for the Army Disaster Personnel Accountability and Assessment System (ADPAAS) which provides disaster accountability oversight for all military and civilian personnel.
Knowledge of a wide range of military HRM concepts, laws, policies, practices, analytical, and diagnostic methods and techniques sufficient to determine areas of regulatory and procedural deficiencies and provide recommendations.
These duties are described at the full performance level (GS-12). The GS-09 and G-11 levels are developmental leading to such performance.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field. OR
Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Specialized Experience for GS-11: 1 year of specialized experience which includes: Monitors promotion and selection programs for officers and enlisted personnel, Reports to the command group and other management to facilitate preparation of General Officer congratulatory correspondence, and Ensures the accuracy of procedural and administrative tasks reflected in documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher- level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field. Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%
Specialized Experience for GS-12: 1 year of specialized experience which includes: Compiles and analyzes data obtained from a variety of sources to identify trends, deficiencies and accomplishments, Serves as principal technical reviewer for all officer and enlisted personnel actions, and Coordinates directly with supporting military personnel offices on all actions requiring exception to policy or special handling. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9/11).
This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. Position may be made permanent without further competition.
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 mos. by a current permanent Army employee. Time-limited promotions may be extended up to maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
