The primary purpose of this position is: To serve as the Executive Director for Communications and supervisor providing planning, directing, organizing, and exercising control over the Communications areas in the Operations and Communications Directorate for Headquarters Air Education and Training Command (AETC).
Duties
Plans, organizes, and directs the activities of the AETC Communications and Information Directorate, ensuring the Directorate complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Serves as the designated Communications representative to the command's Boards, Bureaus, Centers, Cells. and
Working Group (B2C2WG) governance forums.
Serves as the primary catalyst for integration of technology, services, infrastructure, and tools, and brings
significant savings and return on investment to AETC through the transformation of the command's IT Portfolio
Represents the Communications and Information Directorate with a variety of command and functional area organizations.

- Incumbent must be able to obtain and maintain a Top Secret clearance as a condition of employment with access to Sensitive Compartmented Information (SCI).
- A background in IT strategy and operations/maintenance, program management, enterprise architecture, policies/standards, software development, and life-cycle management is highly desirable.
- An advanced degree in information systems/resource management, computer science, engineering, business management, or similarly appropriate technical field is highly desired.
- Experience in IT system certification and accreditation, with an emphasis on Risk Management Framework for DoD Information Technology is highly desired.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency
- This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications

Experience: I have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have at least one (1) year of specialized experience equivalent to the GS-12 grade level or equivalent in other pay systems. Specialized experience includes; Utilizing systems integration methods, performance tuning methods, test and evaluation methods. Skill in applying IT principles, concepts, methods, standards, and practices needed to interpret and develop policies, processes, and procedures related to the operation of the organizations IT systems as well as interpret and provide commanders orders to lower echelons within the organization. Skill in the application of business processes and concepts and methos needed to conduct studies to evaluate the implementation of processes and orders
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of a wide range of IT principles, concepts, and methods; specializing in one or more IT areas such as systems administration, systems analysis, and enterprise architecture.
2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans; or equivalent knowledge.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
4. Skill to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
5. Skill to communicate effectively, both orally and in writing; clearly, concisely, and with technical accuracy.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization; and apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
