About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Specialist and training instructor in intelligence targeting, analysis, and Counter Intelligence (CI) and Human Intelligence (HUMINT) operations.

Duties

Performs active intelligence analysis, targeting, and operations within various operational/geographical areas that may range from neutral to hostile. Reviews and evaluates all intelligence information gathered/developed upon mission accomplishment. Responsible for the presentation and conduct of training for CI/HUMINT Targeting and HUMINT Collection functional areas. Prepares lesson plans, training support materials, and evaluations. Develops and revises training products and Programs of Instruction (POIs). Provides expertise to support the development and conduct of training and provides training assistance to instructors/writers responsible for designing courses, training support materials, and tests

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be willing to work overtime and irregular hours.
  • Must be willing to work under adverse environmental conditions.
  • Must execute a classified information Non-Disclosure Agreement.
  • Two year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Human Intelligence (HUMINT) Collection OperationsOral CommunicationWritten Communication
