This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for the organization's enterprise Information Technology goals and objectives, metrics methods and concepts used in developing policies and plans, capital planning process and in evaluating the accomplishing Information Technology goals and objectives.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT SPECIALIST (DATA MANAGEMENT) at the GS-2210-12 some of your typical work assignments may include:
1. The incumbent manages the data and computer programs used for the creation and incorporation of the assigned database into the overall DMDC database repository, to include documentation of the database and associated files within the DMDC Enterprise Data Dictionary. The incumbent will work directly with the data providers to improve the accuracy and the timeliness of the data.
2. Work includes developing specifications to create new or to modify existing databases. Defining data conversion needed to transform source data formats to standardized formats and facilitates the ease of use. Documenting user requirements, system design, new software and software modifications, and data input/output in the form of internal technical reports.
3. Serves as an Information Technology Specialist in support of a wide set of policy, products and services within DMDC's portfolio of capabilities. Converses with OSD policy sponsors to establish objectives and technical requirements of the data.
4. The Information Technology Specialist acts as the Subject Matter Expert for the assigned data domain. Evaluates inquiries and data requests to define specific needs as necessary, communicates directly with the requesting agency or DMDC analyst to clarify information requirements. Determines the sensitivity of requested information and ensures information released is consistent with the DMDC Data Release Policy, the Freedom of Information Act (FOIA), and the Privacy Act of 1974.
5. Interprets data and analyzes data processing results using statistical techniques. Measures and audits large volumes of varying data and interprets trends or patterns for quality issues. Evaluates business impact of specific data quality issues. Helps to define and maintain data quality goals, standards, metrics, and processes, including Return On Investment (ROI) calculations.
6. The incumbent interacts with internal and external customers, as well as works across internal and cross directorate teams and personnel. The incumbent prepares and briefs oral and written communications to varied audiences within the organization. The incumbent provides problem solving, prioritization, and reasoning skills when faced with technical and functional, as well as organizational challenges.

Qualifications
You may qualify at the GS-12 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
Serve as Primary POC for tasks pertaining to assigned data domains to include; business rules, data quality, data fit for purpose, and liaison with data providers.
Designs, develops, and implements updates, improvements, or revisions to the programs and models to conform to legislative or policy changes or data quality improvements.
Resolves a wide range of technical issues, management issues, and developing logical data models to be translated into workable physical database schema and structures in the database development process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
