This position is with the Small Business Administration, Office of International Trade in Washington, D.C. Serve as a Grants Management Specialist responsible for all aspects of awarding and administering grants and agreements including the State Trade Expansion Program (STEP) grant program.
This position has full promotion potential to a GS-13 (GS-11/12/13).
Duties
Duties include, but are not limited to:
Processing Grant and Agreement Applications - Performs a variety of standard tasks related to the administrative aspects of partnership agreements including cooperative agreements, challenge cost-share agreements, participating agreements, collection agreements, and interagency agreements, cooperative fire agreements and memoranda of understandings.
Reviewing Grant and Agreement Applications - Develops instruments within the delegated authority, circularizes request for proposals for grants and agreements, disseminates grant and agreement request for proposals; reviews and analyzes responses; and makes or recommends acceptance by higher authority as appropriate.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
This is a bargaining unit position with AFGE Local 228.
This is not a (drug) testing designated position (TDP).
Requirements

Qualifications
GS-11
Specialized Experience: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector that includes:
1) Understanding of grants and management of grants following policies, and regulations; AND
2) Creating a Notice of Funding announcement (NOFO) for any grant program; AND
3) Analyzing policies, and regulations
These qualifications must be clearly referenced in your resume.
OR
Education: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

OR
Combination: A combination of education and experience. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience equivalent to the next lower grade level as described above (i.e. 50% of the required experience) would equate to 100% of the required experience for the position.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
