You will serve as a SAFETY & OCCUPATIONAL HEALTH SPECIALIST in the Hazard Deficiency Program Management and Analysis Branch (Code 106.24) of the Safety and Health Division (Code 106.2), Occupational Safety, Health and Environment (OSHE) Office (Code 106) of NORFOLK NAVAL SHIPYARD.
Duties
You will conduct scheduled and unscheduled inspections of building, dry docks, ships, piers, and various other facilities at NNSY.
You will evaluate NNSY compliance with a wide variety of safety program functional areas
You will conduct independent accident investigations of all classes and categories of accidents to analyze contributing factors and establish corrective measures.
You will create metrics to analyze data gathered through workplace inspections for trend analysis and recommendations for hazard abatement areas.
You will develop safety and health controls and incorporates these controls into procedures and operations where the potential for injury, health impairment, or property/material damage exists.

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with preparing in depth analyses, reports, and correspondence on OSH (Occupational Safety and Health) technical matters for use by management; Experience with conducting independent accident investigations of all classes and categories of accidents to analyze contributing factors and establish corrective measures; Experience with providing oral and written communications presenting findings and recommendations, carrying out specific actions regarding controversial issues and/or selling new ideas, concepts, and programs; Experience with techniques and methods needed to abate OSH hazards, along with modifying standard practices to resolve complex problems for which accepted methods are not directly applicable and the skill to develop or apply the latest approaches in safety, health, or environmental science to control or minimize existing or potential problems; Experience with production practices (shop/shipyard) and OSH laws/regulations/objectives concerning injury prevention and OSH compliance as they relate to the overall mission, functions, equipment and facilities of a major naval shipyard industrial operation; Experience with substantive (i.e., technical) and procedural (i.e., local procedures and manuals) requirements of OSH laws and regulations issued such as: Occupational Safety and Health Administration (OSHA), American National Standards Institute (ANSI), National Fire Protection Association (NFPA) standards, Department of Transportation (DOT), Environmental Protection Agency (EPA) regulations, and Department of Navy (DON) directives and manuals.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with planning, scheduling, and conducting safety checks; Experience with interpreting instructions, drawings, specifications and standards; Experience with reviewing compiling statistical data; Experience with applying knowledge of OSH laws and regulations; Experience with identifying potential hazardous conditions within facilities or activity sites

Ph.D. or equivalent doctoral degree
