You will serve as an OPERATIONS RESEARCH ANALYST (MODELING AND SIMULATION) in the TRAINING, EXERCISES, AND WARGAMING DEPARTMENT of NAVY WARFARE DEVELOPMENT CENTER.

Duties

You will direct and coordinate ongoing analytic modeling and simulation planning, operations, and implementation of program policies in all assigned areas. You will ensure the appropriate modeling and simulation capability accommodates revisions to study objectives, modeling data, and appropriate models to support analysis. You will develop realistic milestones for the modeling and simulation support requirements including model preparation, execution, and analysis. You will defend proposed annual, multi-year, or similar types of long-range work plans and schedules for in-service and contracted work for the work center.

  • Work is normally performed in an office setting. Travel may exceed ten percent of work time.

Qualifications

GS-14: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and mastery of and skill in applying advanced, analytical, mathematical, or statistical theories, principals, concepts, methods, and techniques to support and validate the operational and tactical analysis of complex naval scenarios. Experience and expertise in applying operations research analysis principals involving the development, reconciliation, aggregation, and preparation of performance data pertinent to naval warfare operations, organizations, doctrine, tactics, and weapons systems. Experience and have skill in a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. Experience and have professional knowledge, skill and imagination in all aspects of operational planning to include assessing M&S support related problems, developing execution plans and approaches and devising new methods or extending theory to new and unusual applications. Experience and knowledge of model verification, validation, and accreditation. Experience and knowledge of operational and tactical levels of war, military command structure, mission, programs, and organizational relationships; the missions, policies, programs, procedures, and practices of NWDC, and initiatives of the Director that are highly critical and time sensitive in nature. Experience managing delegated authority to plan, schedule, and carry out major projects. Experience assessing contractor capabilities and work completed. Must be able to make decisions on work problems presented by mil staff, gov workers and contractors. Experience with modeling and simulation at the operational level of war (OLW) and direct of adjacent experience on a Navy or service equivalent staff or Joint Forces Command staff in the area of fleet training and fleet exercise life cycle management at the OLW. Previous or current staff assignment or direct support to a Numbered Fleet CDR or Fleet Commander Maritime Operation (MOC) is preferred. Experience recommending selections for staff replacements. Experience making decisions on staff training and requests. Experience determining whether contractor-performed work meets standards of adequacy necessary for authorization of payment. Experience making reports to the Director Training Exercises and War Games. Experience influencing managers and other officials to accept and implement findings and recommendations concerning modeling and simulation issues. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education:

The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
