You will serve as a OPERATIONS RESERCH ANALYST (NAVAL WARFARE) in the ???????NAVY WARFARE DEVELOPMENT COMMAND, TRAINING, EXERCISES & WARGAMING of NAVY WARFARE DEVELOPMENT.
Duties
You will manage the responsibilities assigned to the Wargaming Division in the Modeling and Simulation Department at Navy Warfare Development Command (NWDC).
You will ensure Modeling and Simulation accommodates revisions to wargame objectives with appropriate models to support analysis.
You will direct and coordinate ongoing division operations and implementation of program policies in all assigned areas.
You will assess division efforts in terms of goals, objectives, requirements, and overall effectiveness.
You will provide NWDC senior leadership, Department Heads, and Directors with strategies and viable solutions to best support and enhance command Modeling and Simulation scenarios.
You will evaluate wargame plans and proposals initiated within NWDC and by external commands.
You will develop a clear understanding of significant issues, requirements, and required
products.
You will verify, validate, and recommend appropriate uses for wargame simulations.
You will develop realistic milestones for the simulation and wargaming support requirements including model preparation, execution, and analysis.
You will evaluate the appropriateness of model methodologies and initiates any required enhancements.
You will assist wargaming teams with model troubleshooting and leads the evaluation and interpretation of model output with the wargaming stakeholders.
You will maintain a permanent staff of approximately twenty military and contractor specialists performing complex analytical work, equivalent to GS-12 and GS-13 level.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the grade GS-13level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying advanced, analytical, mathematical, or statistical theories, principals, concepts, methods, and techniques to support and validate the operational and tactical analysis of complex naval war game scenarios.
Must have expertise in applying operations research analysis principals involving the development, reconciliation, aggregation, and preparation of performance data pertinent to naval warfare operations, organizations, doctrine, tactics, and weapons systems.
Experience applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
Experience and expert with modeling and simulating (M&S) planning and execution of war games and or training for fleet, operational level, or Joint strategic level.
Experience developing realistic milestone for the simulation and war gaming support requirements including model preparation, execution, and analysis.
Must have knowledge of operational and tactical levels of war, military command structure, mission, programs, and organizational relationships; the missions, policies, programs, procedures, and practices of NWDC, and initiatives of the Director that are highly critical and time sensitive in nature.
Experience delegating authority to plan, schedule, and carry out major projects.
Experience evaluating, planning and proposals, verifying, validating and recommending appropriate uses for war game and training simulations.
Experience and expert with modeling and simulating (M&S) planning and execution of wargames and or training for fleet, operational level, or Joint strategic level.
Experience coordinating any emerging simulation methodology enhancements or changes during the course of impacted wargames or training events.
Experience with the Federal Acquisition Regulation (FAR) procurement procedure and basic budgetary and financial management principles and techniques relating to program execution and long range planning.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
