You will serve as a SUPERVISORY OPERATIONS RESEARCH ANALYST in the Data Management and Analysis Department, Commander of NAVSAFECOM.

Duties

You will develop analytical or simulation models to relate system resources in areas requiring improvements. You will present recommendations regarding analytical and mathematical techniques to senior leaders. You will lead teams that provide analysis of operational or strategic objectives. You will use research or analytical problem solving methods to identify interrelated program issues, draw conclusions, and recommend appropriate solutions. You will use mathematical techniques (e.g., statistical analysis, data mining, simulation, computer modeling, linear programming, linear/logistic regression, optimization) to assist managers in making informed business decisions.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following; Analyzing programs using mathematical modeling and operations research techniques; Conducting trend analyses across performance measures to determine risks; Conducting studies using data collection and operations research techniques to determine effectiveness of alternatives and provide insights to decision makers; Utilizing research or analytical problem solving methods to identify interrelated program issues, draw conclusions, and recommend appropriate solutions; Developing analysis based narrative reports and charts to communicate analytical results. Demonstrating expertise in basic machine learning analytic modeling techniques. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
