Duties

WHAT IS THE COMMUNICATION & LIAISON (C&L)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Communications and Liaison (C&L); Communications; IDSS The following are the duties of this position at the full working level. *Provides analytical advice and assistance to the assigned Business Unit management on the application and integration of Internet services to the achievement of organizational goals. *Consults with appropriate experts in the development of a Web site design that will effectively present information in the most complete, comprehensive and user-friendly manner. *Provides written and oral guidance and advice to Web content providers on presentation of material and methods of validating new and current material. *Meets with management and employee groups of each business unit to assess customer needs in relation to the assigned Business Unit's Web information services. *Assists the assigned Business Unit in monitoring web site content to ensure it remains current and accurate and ensures site references provide the expected navigation through the Web. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : Graduate Education: Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying for GS-11 research positions. Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics. Degree work must have included independent study or research in regulatory impact. Theory courses, without independent study or research, are not sufficient to demonstrate ability to per-form at the GS-11 level. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-12: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal Service. Examples of specialized experience includes Experience with analytical methods and procedures sufficient to conduct research and provide advice/recommendations on the application and integration of Internet services; Experience in the assigned organization sufficient to work programs and processes, consult and coordinate with appropriate experts, and ensure that website development meets the information needs of the customer; and, Experience in website development sufficient to discuss and work problems with appropriate experts, understand and interpret policies and procedures governing the planning and delivery of Web products, and to provide advice, guidance, and recommendations on issues affecting Web design. SPECIALIZED EXPERIENCE: GS-13 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service: Specialized experience includes: Comprehensive experience with analytical methods and procedures sufficient to conduct research and provide advice/recommendations on the application and integration of Internet services; Experience in the assigned organization sufficient to work programs and processes, consult and coordinate with appropriate experts, and ensure that website development meets the information needs of the customer; Experience in website development sufficient to discuss and work problems with appropriate experts, understand and interpret policies and procedures governing the planning and delivery of Web products, and to provide advice, guidance, and recommendations on critical issues affecting Web design; Experience communicating effectively, both orally and in writing to articulate findings and recommendations and to prepare reports and assessments for management; Experience developing technical content for the Web; and experience with industry best practices for managing Web projects that provide transaction support or interactive capabilities to users and an understanding of effective User Experience principles.
