Duties

Serve as a Planning and Environmental Specialist located in the Alaska State Office. Responsible for reviewing resource management planning activities in the field and National Environmental Policy Act (NEPA) analysis. Serve as procedure and policy coordinator on all NEPA and land use planning documentation including preparation and monitoring annual work plans. Partner with managers to ensure adequate public participation in land use planning processes and review all planning and NEPA documents to ensure their accuracy. Coordinate all RMP activities and ensure documentation meets quality standards and compliance with the Federal Land Policy and Management Act (FLPMA), NEPA, Council on Environmental Quality (CEQ) regulations and internal guidelines. Provide interpretation, guidance, program leadership and training for the development of major planning efforts and their associated NEPA documents for District/Field/State Offices.

Qualifications

For GS-11 You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level in the Federal Service that is equivalent in difficulty and complexity as indicated by the following. Examples of specialized experience may include: (1) experience interpreting National Environmental Policy Act (NEPA) laws, regulations, policies, and guidance; (2) experience working on interdisciplinary teams; (3) experience reviewing NEPA documents to ensure they are well-written and defensible; (4) experience reviewing NEPA documents to ensure compliance with applicable laws and regulations; (5) experience maintaining project reports, databases and administrative records. OR Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate education. For GS-12 You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level in the Federal Service that is equivalent in difficulty and complexity as indicated by the following. Examples of specialized experience may include: (1) experience managing land use planning for multiple-use resource management planning and National Environmental Policy Act (NEPA) laws, regulations, policies, and guidance; (2) experience working on interdisciplinary teams related to land use planning and environmental analysis processes; (3) experience reviewing land use planning and NEPA documents to ensure they are well-written and defensible; (4) experience reviewing land use planning and NEPA documents to ensure compliance with applicable laws and regulations; (5) experience maintaining project reports, databases and administrative records. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
