You will serve as a PROGRAM ANALYST in the NAVY FACILITIES HEADQUARTERS of DEPARTMENT OF THE NAVY.

Duties

You will advise on needed improvements within the organizational structure, functional assignments, and procedures to improve the efficiencies and effectiveness in mission accomplishment. You will prepare budgetary documentation or reports based on program analysis. You will advise employees on both work and administrative matters to improve business practices. You will negotiate acceptance of recommendations with managers.

• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working with Working Capital Fund and General Fund models to provide analytical services and budget execution management; 2) Developing and executing General and Administrative overhead budget; 3) Utilizing Resource Planning tools for financial or program analyst functions, including purchase requisitions, project structures, network activities, reporting, cost transfers, and/or undistributed labor.
