You will serve as a BUSINESS MANAGER in the NAVFAC Engineering and Expeditionary Warfare Center (EXWC) of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 through GS-15. This position has a control point equivalent to the GS-14 step 10 level.

Duties

You will interview, select and assign work to employees. You will appraise performance and recommending performance standards and ratings. You will have oversight of department staffing plans to ensure efficient use of resources. You will be responsible for direct and indirect planning, programming, budgeting, and execution (PPBE) of Circular A-11 budgets You will manage department resources, to achieve the command strategic goals. You will make organization-wide decisions and establishing the plans and goals that affect the entire organization.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 Pay band or GS-12 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, executing, and monitoring business management policies, procedures, and operations y providing development, analysis, and review of organizations plans. 2) Ensuring proper application of accepted business and financial management principles to promote effective and efficient operations. 3) Advising Department/Directorate leadership on all financial matters, including planning, analyzing, and coordinating the budge formulation; and estimating, forecasting, compiling, and submitting the annual departmental A-11 budget request. 4) Analyzing, evaluating, and projecting financial requirements necessary for budgeting and executing direct reimbursable work and Navy Working Capital fund overhead. 5) Providing expertise and oversight of personnel functions, including preparation and management of staffing plans, review and submission of personnel actions and employee development. 6) Providing expertise and technical authority for business analytics, metrics, and data call responses for business, financial, administrative, and personnel processes.
