You will serve as the Executive Director for the Center for Seabees and Facilities Engineering leading management and development of instructional curriculum for naval facilities engineering and construction professionals.

Duties

You will use executive experience in overseeing, managing, and supervising multi-department level operations and organizations. You will direct the implementation of higher-level policies, practices, and procedures. You will plan, develop, and execute multi-year strategic/business plan. You will understand training delivery methodologies and systems employed within the Department of Defense and the private sector to include schoolhouse management. You will use knowledge and understanding of the Department of Defense planning, programming and budgeting process and the procedures of fiscal execution.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding of the Department of Defense planning, programming and budgeting process and the procedures of fiscal execution; 2) Planning, developing, and executing multi-year strategic/business plan; 3) Understanding and developing organizational relationships internally and externally, to include communications with senior civilian staff and senior military officers; 4) Understanding Navy (or other federal agency) manpower programs ; 5) Assessing and overseeing business processes for efficiency and effectiveness for a multi-tiered/multi-departmental organization; and 6) Communicating, and/or briefing orally and in writing.
