You will serve as a Management and Program Analyst in the Business Directorate of NAVFAC OSF. Duties

You will analyze an organization or management function to identify processes or procedures to improve staffing levels. You will brief managers on study findings or recommendations. You will collaborate with instrumentation leads to identify the most efficient or effective manner to support customer requirements. You will analyze program or project issues to determine solutions to meet objectives within established timelines or financial constraints. You will consolidate analytic findings into a recommendation. You will apprise a team on progress in meeting established milestones and deadlines to facilitate the completion of assignments, projects or tasks.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Advising senior leaders and executives on requirements, programming, budgeting and execution of mission support functions (e.g. HR, financial management, command services, public affairs); 2) Preparing, analyzing, and managing organizational budgets and execution; 3) Analyzing functional requirements to identify risk to mission and/or identify new requirements to meet mission gaps; 4) Analyzing and evaluating the effectiveness of program operations in meeting established goals and objectives; and 5) Identifying resources (staff, funding, equipment, or contracts) required to support varied levels of program operations.
