This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as the Acquisition Modernization and Integration’s representative on panels, committees, and working groups.
Reviews current regulations and policies impacting the Defense Acquisition System.
Develops and recommends new or modified procedures, policies, and directives to expedite Army acquisition modernization objectives.
Collects and evaluates program data to provide accurate information in response to Army acquisition leadership.
Presents information and decision briefings on issues regarding acquisition initiatives and priorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for PROGRAM MANAGEMENT certification within 60 months as of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Drug testing: This position has been designated for drug testing. If you are selected for this position, you may be subject to urinalysis testing prior to appointment and you will be subject to random urinalysis testing as a condition of employment.
- This position requires the incumbent be able to possess and maintain a determination of eligibility for a Sensitive Compartmented Information security clearance or access for the duration of employment.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience:1) Facilitating life-cycle management reviews for Army acquisitions programs to align forces and equipment to support regional requirements. 2) Conducting portfolio review to identify issues affecting the execution of assigned programs. 3) Providing guidance to organizations regarding Army acquisition integration and/or modernization management. 4) Evaluating plans that propose changes in concepts for acquisition programs.
