Duties
Works with various financial, HR, and military service representatives on prioritizing requirements for military and civilian billet management based on the criticality of the mission and needs of the Agency.
Develops, reviews, and refines policy, procedure, guidance, and governance supporting position management as well as manpower and organizational management efforts.
Assigns work or continuing responsibilities to subordinates based on priorities, consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Develops work plans, assigns work to subordinates, sets priorities, gives advice, counsel, or instructions to employees.
Provides broad knowledge of budgetary concepts and procedures to monitor military and civilian billet management commensurate with approved financial documentation and reporting requirements.
Comprehensive knowledge of the Defense Information Systems Agency (DISA) mission, organization, policies, practices, and procedures to ensure optimum use of billet and organizational management to accomplish mission objectives.

Qualifications
Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience is defined as experience coordinating with stakeholders to address manpower issues and organizational changes, providing guidance for updating manpower and personnel systems in adhering to regulations, guiding senior management and employees on civilian and military manpower and organizational analysis, effectively interacting with internal and external customers while preparing responses on various topics (e.g. policy interpretation, manpower action status, data analyses, management studies, joint manpower management, etc.)
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
