You will serve as a UTILITIES ANALYST in the S-4 Installation and Logistics Department of MARINE CORPS AIR STATION MIRAMAR.
Duties
You will produce reimbursable tenant utility bills, reports, estimates, and maintains the database for all utility information at MCASM.
You will be responsible for improving or enhancing Utilities credibility by conducting in-depth analysis of suspected or identified problem areas.
You will prepare and review monthly usage, billing and cost analysis reports, which are also submitted to the site Commodity and Financial Managers as essential tools for determining utilities billing and energy management.
You will work independently and using own initiative, develops plans and procedures to identify and resolve causes of variances.
You will develop yearly, monthly, and daily estimates for all utilities, as requested by tenants, commodity managers and financial managers.
You will source data from Inter-Utility Transfers (IUT), purchased or produced commodities, and client consumptions.
You will retrieve data from multiple sources, then prepares and evaluates the data used to track commodity usage for uploading into CIRCUITS.
You will develop monthly reports by activity from specific site commodity usage and other required metrics.
You will oversee all work orders and tracks funding levels on existing accounts and provides feedback on availability of funds status on utility sustainment accounts.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security secret clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You must be willing and able to work in small and/or confined spaces.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Extensive knowledge and experience of databases and operating computer systems including Microsoft Excel, Access, PowerPoint, Oracle, SQL, and other databases programs; Knowledge and experience of the Utilities Billing Process and Energy Management methodologies for utility conservation; Ability to maintain and create utility usage data, billing analysis and reporting; Ability to manage multiple data sources and consolidate and analyze; Ability to manage the base-wide outage process including base-wide notification, coordination with NAVFAC and Tenants and email distribution lists.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
