You will serve as a Supervisory Manpower Operations Officer in the S-1 Manpower Department of MARINE CORPS AIR STATION MIRAMAR.

Duties

You will review and analyze Officer, Enlisted, and civilian manning and staffing of MCAS Miramar and identifies potential issues. You will assists in making military officer assignment decisions, and provide oversight and advice in assignment decision for enlisted personnel. You will create, review, analyze, and update various civilian personnel reports. You will identifie developmental/training requirements and encourages selfdevelopment using military and off-duty education as well as the Civilian Development and Education Programs. You will hear and resolve complaints and refers serious unresolved complaints to the appropriate higher authority. You will plan and establishe section priorities, work schedule deadlines, standards of acceptable work, and track progress and quality of work. You will explain performance expectations to personnel and provide regular feedback on strengths and weaknesses. You will respond to data calls from higher headquarters concerning military and civilian manpower initiatives that require coordination. You wiil coordinate and consolidate the accountability of the command’s military and civilian employees during natural disasters or other emergency situations. You will provide managerial/program oversight for the Government Travel Charge Card (GTCC) program. You will provide oversight for the following programs: Transportation Incentive (TIP), Defense Travel System (DTS) mgmt, Marine Corps Reserve Individual Mobilization Augmentee, Fleet Assistance (FAP), and Installation’s Trusted Agent Security Mgr.

Requirements

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: in determining personnel requirements; planning, coordinating and evaluating the assignments of personnel to include analyzing trends and advising management of anticipated future developments regarding personnel management and administrative procedures and recommending salient courses of action needed to comply with all requirements, both current and forthcoming.
