You will serve as a INSTALLATION UTILITIES SUPERVISOR in the S-4, Public Works Division of MARINE CORPS AIR STATION MIRAMAR.

Duties

You will be responsible for conceiving, initiating, and maintaining base plans for utilities operation, management, maintenance, and projects to ensure equipment, collection systems, and utility infrastructure are reliable and efficient. You will ensure the utility team meet local standards, regulatory requirements, water quality control board restrictions, department of environmental health regulations, and air emissions requirements. You will initiate, prepare, and administer utility master plans. You will prepare and conduct briefings to a wide range of people and diverse audiences and may serve as the installation representative in various utility forums. You will supervise and set priorities for a team responsible for oversight and direction of installation utilities. You will identify training needs and initiate on or off-site training as required. You will initiate and manage personnel recruitment, interviews, hiring, promotions, details, and reassignments.. You will resolve complaints from employees, customers, and others within the organization.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector overseeing all commodities and services to include: electricity, natural gas, potable water, sanitary sewer, reclaimed water, septic, and compressed air; program management, planning, maintenance, and project programming; AND supervision of all utility finances to include: budget, invoice payments, contracts, NAVFAC services, and reimbursable tenants.
