Duties
Serves as a first line supervisor responsible for supervising and managing the day-to-day activities of Recruitment and Placement services in support of DFAS customers.
Leads the review and audit of personnel actions and processing functions to ensure operational compliance with federal regulation, agency policy and guidance regarding appointment of individuals, pay-setting, local placement program application.
Provides advisory and consultative services to employees and managers regarding complex recruitment strategy, appointment and movement of employees, pay-setting, right-sizing of organizations and special placement programs.
Oversees special recruitment initiatives and strategies designed to develop options for long-term or future customer workforce needs.
Evaluates program activities to determine effectiveness, and implements policies and procedures to improve operations.
Represents DFAS and DFAS customers in inter-agency work groups designed to study the development or implementation of new regulation or policy.
Performs the full range of supervisory responsibilities, directs assignment and review of work, identifies training needs, implements EEO and HR policies, evaluates employee performance, and carries out disciplinary actions.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as as advising and guiding senior management regarding Federal civilian recruitment and placement programs, regulation, policy and standards; training co-workers or team members on recruitment and placement processes, and resolving complex issues involving the recruitment, placement and compensation of employees.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
